Desperation to Invest in Real Estate: House Stolen by Police Chief

I've heard of investing in houses for no money down, but this is ridiculous. In Georgia, a police chief was accused of stealing a house. To add to the bizarreness of this story, the chief has also been accused of hiring police officers who are accused of assault and murder.
